Born on 26th May 1948 in Kolonia Zielona (Podlaskie Province).
In 1971 graduated from the faculty of Law and Administration of Wrocław University. In 1976 received the degree of Doctor of Legal Sciences; in 1985 - the degree of Doctor Habilitated, in 1996 - the title of Assistant Professor and Professor, and in 2000 - the title of Full Professor. In 2004 was awarded the degree of Doctor Honoris Causa by Gdańsk University of Technology.
Between 1971 and 2000 was an academic teacher at Wrocław University and, in 2005, at the University of Applied Sciences in Wałbrzych. Since 2006 lectures again at Wrocław University. Was the first chairman of the Institute of National Remembrance - Commission of the Prosecution of Crimes against the Polish Nation (2000-2005).
Between 1990 and 1998 was member of Wrocław City Council, chairman of the presidium of the Territorial Self-Government's Parliament in Wrocław and member of the presidium of the National Parliament of Territorial Self-Government. Deputy to Dolnośląskie Provincial Parliament (1998-2002) and subsequently its speaker (2006-2007).
Between 1995 and 2002 was deputy chairman of the Chamber of Regions at the Congress of Local and Regional Authorities of Europe in Strasbourg.
Member of the Council of the Foundation for International Chopin Festivals in Duszniki Zdrój and Council of the College of Eastern Europe Foundation in Wrocław. Belongs to the Scientific Society in Warsaw and to the Club of Rome of Wrocław Scientific Society.
In the Fourth Term Senate was deputy chairman of the Local Government and State Administration Committee and member of the Foreign Affairs and European Integration Committee.
Has no political party affiliation.
Married, has two children.
