Born on 8th September 1960 in Olsztyn.
In 1986, graduated from the Faculty of Surveying and Agricultural Equipment at the Agricultural Technology Academy in Olsztyn and, in 2000, from the Warsaw University Management Faculty.
In 1980, helped to found Independent Students' Association at the Academy, an activity which made him subject of political repression during the time of martial law.
Since 1989, involved in the community, economic and political affairs of the city of Olsztyn and Warmińsko-Mazurskie region. 1994-1998 - member of Olsztyn City Council; 1998-2002 - deputy to Warmińsko-Mazurskie Provincial Parliament. 1998-1999 - Marshal of the Warmińsko-Mazurskie Province. Also served as general director of the Provincial Administration Office in Olsztyn.
Managed a few companies located in Olsztyn and also ran his own businesses. 2003-2005 - chairman of the management board of Regionalna Spółdzielcza Kasa Oszczędnościowo-Kredytowa - a regional banking cooperative. Teaches at the University of Computer Science and Economics in Olsztyn.
Active on a voluntary basis in a few associations; chairman of Mała Ojczyzna Association (a local promotion and development NGO) and deputy chairman of the board of an association supporting the Catholic General-Education Secondary School in Olsztyn.
Autor of a book entitled Między Wielką a Małą Ojczyzną (Between the Great and the Small Homeland), which presents the Warmińsko-Mazurskie Province development program.
Member of the Law and Justice political party.
Married, has two children.
