Born on 20th May 1945 in Katowice.
In 1970, graduated from the Electrical Engineering Faculty at Silesian University of Technology in Gliwice. 1976 - obtained the degree of doctor of technical sciences; 1981 - obtained the degree of doctor habilitated. In 1993, obtained the title of professor of technical sciences. After completing undergraduate studies, worked at the Electrical Metrology Institute of the Silesian University of Technology in Gliwice. Since 1986, worked at the Higher Engineering School in Zielona Góra, initially as vice rector for education and industrial relations, then as rector. During two terms in office (1990-1996), expanded the school into Zielona Góra Technical University.
In 1998, established the Higher Vocational School of Public Administration in Sulechów. Following expansion by several faculties, the school was transformed into the State Higher Vocational School. The school's rector since 1998.
Author of some 90 publications including monographs and textbooks.
1997-1998 - governor of Zielona Góra Province.
2001 - secretary of state in the Treasury Ministry responsible for the power industry. 2002-2005 - expert in the parliamentary team for restructuring the power industry.
1999-2003 - deputy to Lubuskie Provincial Parliament and deputy chairman of its Culture, Education and Physical Culture Committee.
For the past four terms, member of the Metrology and Scientific Instrumentation Committee of the Polish Academy of Sciences. Heads the advisory council of the Chairman of Central Office of Measures.
1980-1986 - Solidarity Trade Union activist at Silesian University of Technology.
No political party affiliation.
Married, has two children.
