Born on 11th May 1963 in Jarosław.
In 1989, graduated from the Faculty of Law, Canon Law and Administration of the Catholic University of Lublin. In 2005, obtained the PhD in law.
Between 1982 and 1989, was repeatedly arrested and subjected to repression for activities within the Confederation for Independent Poland and underground Solidarity. Between 1983 and 1984, worked in the Traffic Section of Polish State Railways in Jarosław. Between 1989 and 1991, was the editor of Nowe Relacje, Opinia and Gazeta Polska periodicals. 1991-1993 - Deputy to the Sejm. 1994-2002 - member of the Jarosław City Council. 1994-1997 - Deputy Mayor of Jarosław and deputy to Przemyskie Provincial Parliament. Authored or co-authored many local government programs. 1993-1997 - member of the Programming Council of Polish Public Radio; 2001-2005 - member of the Programming Council of TV POLONIA. Member of the Fourth Term Senate (1997-2001). Since 2002 - Regional Director of World Discount Telecommunication Poland and adviser at the Institute of Business Law and Foreign Investments Ltd. in Krakow.
As Chairman of Stowarzyszenie Na Rzecz Utworzenia Uczelni Wyższych (Association for the Establishment of Higher Educational Institutions), was behind the establishment of Państwowa Wyższa Szkoła Zawodowa w Jarosławiu (State Higher Occupational School in Jarosław) and was instrumental in the establishment of higher educational institutions in Przemyśl, Krosno, Jasło, Tarnów and Tarnobrzeg. Chairman of the Programming Council of the Institute of Management and Marketing at the Catholic University of Lublin and founding member of the law firm Lubelska Korporacja Prawnicza Ltd.
Author of a few historical books and science-fiction novels, and several hundred articles published in Polish and foreign periodicals.
In the First Term Sejm, was member of the Rules and Deputies' Affairs Committee, Contact with Poles Abroad Committee and Special Committee for the Investigation of the Consequences of Marital Law.
In Fourth Term Senate, was the Senate Secretary, Deputy Chairman of the Foreign Affairs and European Integration Committee, member of the Culture and Media Committee and member of the Presidium of the Polish Interparliamentary Union.
1981-2004 - member of the Confederation for Independent Poland; 1999-2004 - its Deputy Chairman.
