Born on 21st January 1946 in Poznań.

In 1969, graduated from the Faculty of Law at £ód¼ University. In 1974, completed articling to become a judge and, in 1976, completed articling to become a legal adviser. In 1979, obtained the degree of doctor of legal sciences and, in 1992, the degree of doctor habilitated of legal sciences. Received the title of professor of legal sciences in 2003.

Is an academic teacher employed since 1971 at £ód¼ University. Since 2002, head of the Department of Constitutional Law (held that position already in 1996-1999) and of the Institute of Polish Constitutional Law. Moreover, serves as dean of the Faculty of Administration at the Salesian Higher School of Economy and Management in £ód¼, where he heads the Department of Administrative Law and Administrative and Social Sciences.

Author of numerous scientific publications, also foreign, and co-author of academic scripts and textbooks.

1994-2005 - member of £ód¼ City Council.

Member of the Polish Society of Constitutional Law, Scientific Society of the Catholic University of Lublin and £ód¼ Scientific Society.

Member of the Solidarity Trade Union since 1980. Member of the national board of the Association of Polish Christian Democrats.

No political party affiliation.

Married, has one child.
