Born on 1st January 1952 in Lipnica Wielka (Małopolskie Province).
In 1976, graduated from the Agriculture Faculty at the Agricultural University of Krakow. In 1994, completed a post-graduate study program in public affairs at the University of Connecticut in West Hartford, U.S.A.
After studies, worked in an agricultural combine and in an agricultural production cooperative. 1990-1991 - headed the Orawex trade and service company.
In 1990 became a local government activist, among others: 1994-1998 - delegate to Krajowy Sejmik Samorządu Terytorialnego (National Assembly of Territorial Self-Governments); 1990-1991 - member of Jabłonna Commune Council; 1991-2000 - governor of Lipnica Wielka; 1991-2000 - member of Lipnica Wielka Commune Council.
1994-2000 - deputy chairman of the Association of Rural Communes of the Republic of Poland. Also served as co-chairman of the Team on Education of the Central Government and Territorial Self-Government Joint Commission (1995-1999) and consul general and minister plenipotentiary of the Republic of Poland in Chicago (2001-2005).
1994-2000 - member of the Council of Europe Congress of Local and Regional Authorities.
In the Third Term Sejm, was member of the Education, Science and Youth Committee, Foreign Affairs Committee, and Liaison with Poles Abroad Committee. Was also member of the delegation to the Western European Union Parliamentary Assembly and to the Council of Europe Parliamentary Assembly, where he headed the Sub Committee on the Europe Prize. Member of the Civic Platform political party.
Married, has three children.
